STANDING RULES
OF
MONACO INTERNATIONAL CHAPTER
1.
Membership is limited to owners of models manufactured by or acquired by
Monaco RV LLC, Monaco Coach Corporation, Royale Coach, and coaches manufactured
by Executive Industries and all Monaco coaches manufactured prior to 1992.

3.
Annual election of Officers and Regional Directors shall be at the
Winter/Spring Rally and will be effective immediately following the meeting at
which the election took place. (Aug 1995)

The annual dues for membership in the Chapter shall be $l5.00. The
initiation fee for new members shall be $25. A dues notice will be sent by
October 31st stating that as of January 1st dues are due. After January 31st
membership will be archived. (July 2009)

The Rally Master should make his rally self-supporting, if possible.

8.
Guests who do not own a coach that qualifies for membership in Monaco
International, or is not a member of Monaco International, shall be able to
attend a rally at the discretion of the Rally Master. Guests will require a
sponsor and will pay a guest fee of $50.00 in addition to the rally fee. (March

9.
Rally fees, early parking and all electrical fees will be paid by the
Rally Treasurer for the two rallies prior to the FMCA National Conventions for
the following positions: President, First Vice President, Second Vice President,
Vice President of Membership, Secretary, Treasurer, National Director,
Alternate National Director, Rally Master, Rally Treasurer, Rally Registrar,
and Site/Parking Coordinator. The chapter or Rally shall not pay any other rally
fees. (July 2009)
10.
For the two rallies prior to the FMCA National Conventions, early parking
fees and all electrical fees, if applicable, will be paid by the Rally
Treasurer for Directors at Large, plus four parking lay out committee members.

electrical fees, if applicable, will be paid by the Rally Treasurer for the
Regional Directors.
THE FEES ABOVE WILL
BE PAID NO MORE THAN 7 DAYS PRIOR TO THE FIRST DAY OF THE RALLY. Due to site
variances and volunteer position the actual day of arrival for the above listed
positions will be determined by the Rally Master and the President.
The Rally Master may
request and approve others that are not listed above to arrive early to assist
in early parking or other projects deemed necessary by the Rally Master.
Individuals in this group shall have early electric and early parking fees, (if
applicable) paid by the Rally Treasurer for A MAXIMUM OF TWO DAYS PRIOR TO
EARLY PARKING AND THE DAYS OF EARLY PARKING ONLY.
ALL VOLUNTEERS, will
pay their own electric and related fees commencing on the first day of the
rally. (July 2009)
11.
The Rally Master may, with good cause and for the general good, recommend
the suspension or expulsion of any member of this chapter who willfully and
unreasonably disobeys a proper request from the Rally Master in matters
involving the health, welfare, or safety of the assembled group or the public at
large. Such recommendation for suspension or expulsion shall be made in writing
to the Chapter President. The Chapter President shall then promptly convene a
Special Meeting of the Board of Directors plus not less than four additional
chapter members, not a party to the proceedings, to hear the charges and
defense. The participants of this Special Meeting shall, after due deliberation
and upon a two-thirds vote, take such action as it deems appropriate to the
situation. (July 2009)

A charter member of the Chapter who no longer owns a qualifying coach
may, if desired, retain membership as a Chapter Associate member. A Chapter
Associate member will be required to pay dues and may attend rallies. He/She
will not be eligible to hold any chapter office or vote in chapter elections but
is entitled to all other chapter membership rights. Although Associate
Membership is not described in the Monaco International By-laws, it is
recognized in the FMCA By- Laws. (August 2006)
13.
If it is necessary for a member to use their personal cell phone for
Monaco International business, with prior approval of the Chapter President, any
billed usage exceeding their contracted period will be paid by the chapter.

14.
The Reimbursement Policy is as follows:
a.
Reimbursement is for Monaco International chapter business only and
includes expenses as described below for the surveying, locating and
negotiating for a pre-rally site, or for subsequent follow-up visit(s) to the
rally site if necessary.
b.
There shall be no reimbursement for travel or expenses to or from
rallies. (July2009)
c.
The President shall determine and identify which member(s) of the chapter
shall travel for chapter business, which trips shall be reimbursed, and which
mode of travel (coach, automobile, or air) shall be selected. Once a pre-rally
site has been selected and contracts have been signed, the President and Rally
Master shall identify which member(s) shall be reimbursed.
d.
Total Travel mileage, as determined by paragraph e below, shall be
reimbursed by the greater of one of the following methods:
i.
Travel mileage shall be reimbursed at the current IRS published business
rate without the necessity of submitting receipts. (July 2009)
ii.
Based on submission of an expense report indicating the dates,
destination and purpose of the trip along with fuel receipts, mileage shall be
reimbursed based on the paid receipts for fuel up to a maximum fuel consumption
rate of 6 miles per gallon. The price per gallon to be used will be the average
of the fuel receipts submitted. . (July 2008)
e.
Mileage is calculated from departure point direct to the destination
point(s) and return to the original departure point. When travel for chapter
business is combined with the individual’s personal schedule, only the numbers
of additional miles traveled are reimbursable. A computer based program will be
used to calculate mileages if most direct or practical route is not taken.
f.
When travel is by coach, camping fees and highway tolls shall be
reimbursed. There is no reimbursement for meals for either the member or
traveling spouse/companion.
g.
When travel is by automobile, highway tolls, lodging expenses, and a per
diem rate of $36.00 (per day) to cover the costs of meals shall be reimbursed.
A per diem rate does not apply for the traveling spouse/companion. The minimum
distance for coach or automobile travel to qualify for one full day per diem is
300 miles per day, traffic and weather conditions permitting.
h.
If air transportation is deemed necessary and approved by the President,
the chapter member(s) will be reimbursed for round trip coach class air fare,
ground transportation expenses to/from the airport (taxi, shuttle, or parking
fees), car rental, lodging expenses and a per diem rate of $36.00 (per day) to
cover the costs of meals. No expenses are reimbursed for the spouse/companion.
j.
Reimbursement claims prior to site selection are to be submitted to the
Chapter Treasurer with a copy to the President for payment from Monaco
International as a Chapter Expense . Reimbursement claims after the site is
selected are to be submitted to the Rally Treasurer with a copy to the
President for payment as a Rally expense. Receipts for individual expenses that
exceed $25.00 must be submitted with the reimbursement claim. (July 2009)
k.
All claims for reimbursement must be approved by the President. If the
President is the member seeking reimbursement, an Immediate Past President
(either of the two currently serving as Directors-at-Large) shall approve
reimbursements in excess of $500. (July 2008)
15.
The amount of extra ordinary expenses that the President can approve is
limited to $500. (July 2008)
16.
Regional Directors are considered area representatives, and not officers.
Thus, Regional Directors may be officers in another FMCA Chapter. (August 2006)
17.
The dues for Charter Members will be waived from 2007 forward as long as
they are in compliance with Monaco International and FMCA rules & regulations.

18.
The Vice President of Membership shall be allowed to place reserved name
cards for first timers and their mentors on dining tables prior to general
membership on the first night of the rally. The placement will be evenly
throughout the dining area. (August 2007)
19.
No more than one Immediate Family Member or members holding the same FMCA
number can hold a position on the Monaco International Board of Directors at
the same time. Immediate Family is defined as: Husband, Wife, Mother, Father,
Son, Daughter, Brother, or Sister. (February 2008)
